Joshua Daniels is right about the photography market. Everyone is a "professional photographer". When it comes down to it. You have to really research. If you're wanting a good experienced photographer in this market you have to be willing to INVEST in one. "YOU GET WHAT YOU PAY FOR" is a definite truth. Make your decision carefully. I've seen a few mentioned above who are very well experienced serious professional photographers that DO have business licenses in this field. Good and cheap doesn't always go together. Remember that. If you do your research though and find someone just starting out that has an amazing eye true photographer abilities that is building a portfolio selling their time "cheap" you can find them if your budget is low currently.
