For a registered/ certified translator look on an official website of Ministry of Justice of the Czech republic http://datalot.justice.cz/justice/repznatl.nsf/$$SearchForm?OpenForm -- but you need some basic knowledge of Czech for it (Tlumocnik -> Jazyk -> Hledat zaznamy: and you will get the list with contacts)
