Landscape Architect Recommendations? Has anyone recently made the conversion from turf to river-friendly landscape? Looking for recommendations and a rough idea on costs...

I recently redid my landscaping and was left dissatisfied with the entire process.
A good place to start is at the Sacramento city website. Read about city rebates for turf conversion. They have a list of city-approved landscape designers for you to consider. Also, designers can recommend specific landscaping companies.
In my opinion, the quality of landscape designers and landscapers, in the Sacramento region, is very uneven. Many won't return calls and email inquiries.
With the pandemic, most have more business than they can handle so customer service is rather lacking. Many landscapers have portfolios on their websites that are not updated and not representative of the kind of work they do today.
Depending on the size of your yard, and the scope of your project, expect to spend a couple grand on the landscape designer. And landscapers charge in the range of 30 to 60 thousand for comprehensive residential redos.
I went with a landscaping company that talked a good talk until I signed the contract and then they were terrible with basic communication and ended up doing major damage to the house foundation and underground water pipes.
Expect your project to be an incredibly time-intensive and expensive endeavor. Hopefully, you will end up with something better than what I ended up with.

As a fellow landscape architect (non-residential) I am inspired by their commitment to ecologically sustainable landscaping (habitat creation, really) and their level of craftsmanship. They're also a design/build company, so typically less expensive than hiring separate landscape architects and landscape contractors, but I can assure you they are not "cheap".

I would reach out to the Sac Valley Chapter of the Native Plant Society https://www.sacvalleycnps.org/ I have been using their virtual garden tour to get ideas for my yard, though I plan on do most of the work myself. They may have a few designer recommendations.

Is artificial grass not considered river friendly? Does the turf leach into the rain water and go into the river? Never heard this concern risen before and I am interest.

we just wrapped up a massive front and back yard reno. took about 2 months, 55 k. removed grass, new drainage, new concrete, fence, irrigation, etc. Used AD Landscape (www.sacramentolandscapeservice.com) could not be more pleased with their commitment, communication, attention to detail and just overall service.
