Wear boots and a hat on site, but spend good money on boots-it’s not worth getting sent home or seriously fucking yourself up and not getting any sort of benefits because you didn’t follow the safety guidelines they laid out. You can trust yourself all day-it’s the dipshits around you to look out for. As for recommendations, wolverines with a composite toe work for me, they’re super flexible, easily replaced, and comfortable. Also a good set of knee pads will be a life saver, you can work longer, more comfortably and with less damage to your body. Remember you always get what you pay for.

I wear trail shoes for support on a ladder. If work boots are required. Keen makes steel toe sneakers.

The first question that needs to be asked is what kind of painting do you do? For residential painting I'd recommend hiking shoes. Good grip for roofs and ladders and they can be had relatively cheap. For commercial painting especially union painting work boots are required on most job sites. On the rare occasion I do commercial work I have a set of Wolverine composite toe work boots but I dont find them nearly as comfortable as hiking shoes and only wear them when I'm required to.
