You can buy special shampoo that treats sensitive skin, pretty much anything with oatmeal or aloe in it will really help. The only time I've seen something like this is when the dog had mange really bad, so much that they started embedding into their skin. You might try a mange treatment, Happy Jacks makes a really good one. Also something you could consider is covering him in the pink stuff used for poison ivy. Good luck.
