I'd say "good" burritos is a relative term. O'Taco is the best place I've had in Ulsan. There's Taco Belly at Up Square, but they put coleslaw and green beans in theirs last time I was there. The Dirty Fries (Kimchi fries) are good though! http://gringoskorea.com/ is a great place to order burritos from. Highly recommend the chorizo breakfast burritos. Dunkin Donuts does a spicy chicken burrito that is ok in a pinch. I also heard Costco is doing burritos at the food court.
