So long as this isn't several years into a bad infestation of woolly adelgid (in which case you should just cut down the tree), then you can easily start to rescue the tree yourself -- and you could start today.
Get a systemic insecticide (Imidacloprid). You'll mix it in a five gallon bucket and saturate the root zone. I guess you could use a hose-end sprayer too, if you have one. Takes a few weeks to move from roots through wood to needles. In the meantime, you could spray the tree. Heck, even one of those backyard foggers (pyrethrin based) would knock down the population on the tree really-really quickly, but it's not a really an effective ovicide, so the adelgids eggs currently on the tree (if any remain at this time of year in their life cycle) would continue to hatch and you'd spray again.
This is totally doable DIY.
And you could be cool to the other insects by limiting use of insecticides elsewhere in your yard, planting things that flower, and so on.
