We bought a wedding cake from Starry Bakery in Westminster, and it was only OK, although the tastings were great. Heinz Bakery in Westminster and Sugar Bakers in Catonsville would be my vote.

Try Snickerdoodles in Hampstead. They made the BEST wedding cake I've ever had! But if you want something closer to E-burg/Sykesville I've heard a lot of good things about Starry Bakery in Westminster.
