Would agree but also if you are coming to Penarth you could try The Fig Tree On the Esplanade for super food and a lovely view. From October you'll be able to eat at the new Pier Pailion too.

I always sit downstairs in El Puerto. I find it more relaxed (although it can get very, very busy). And I forgot about Bar 44, I ate in the Penarth one very recently and it was very good but for a more special meal I'd opt for Custom House over Bar 44.
