Swan Hotel in Richmond has a private room up stairs, and The Town Hall Hotel, also in Richmond, has a separate function area. From memory neither charge room hire. The elsternwick hotel has a huge bistro area, so they may be an option for you too. There is also a good Yum Cha / Buffet place on the corner of Springvale road and Burwood Hwy, called China Bar. Kids always love the dessert bar!!
