I would get in touch with the VFW and work with them for his claim. They are a certified Veteran Service Organization, and won't charge for helping like a lawyer would. They helped me when I filed my claim and were very knowledgeable and helpful. Even if you are dead set on paying a lawyer, I'd say it's worth at least talking to a rep from the VFW first.

DAV, VFW, or if you have a County Veteran's Affairs office go to them (the county offices are not associated with VA and will help prepare claims). Until your case has been appealed to a federal court you're really not supposed to have a lawyer, just find a good rep from the 3 placed I listed and have them put his claim together. Do not file the claim until you have everything you need (Dr's notes, etc.). Pay attention to deadlines for appealing it and do not appeal until your rep says you should. You are only allowed a certain number of appeals after which you legally cannot do anything.

Talk to Congressman Phil Roe. Personally, I think he's an asshat, but veteran's affairs are his schtick and he will do anything to help a vet, because it gets him in the news. His "big issue" right now is the stupidity of the VA, so your story will make him cream his pants. Lawyer here. Ditto on what the other folks have said, start there. Just going and hiring a lawyer is often too expensive, and those organizations often times have a better expertise in this niche area.

Lawyers are overkill for filling an initial claim. Just fill out a 21-526EZ and list as many of his symptoms as possible. It's true that IPF is not one of the presumptive conditions for Agent Orange exposure, but that doesn't mean that your father cannot get help. If you are denied the first claim, there will be a set of appeals. This is where a lawyer might be useful. But even then, as others have mentioned, the best bet is to go with a Veteran's Service Officer of the DAV, Military Order of Purple Heart, whatever. These don't charge money for their services, and they do as good a job as a lawyer whom you'd have to pay. The process is cumbersome and bureaucratic, but doesn't really require law school to navigate. Check out https://www.va.gov/vso/ for a full list of organizations and accredited agents.

Sorry Eric I was caught up in my studies. Danielle is right we are going through the same thing, just not as bad as you. Have you tried the vet center?
