Any quality artist will take what you've drawn and make it appropriate for a tattoo. Also, tattoos are not something you bargain shop for....you find a good artist, and pay what they charge. They do consults so you know what to expect and how much it will be.
With that said, there's a few good quality shops in the area....Pheonix, Blue Flame, Warlocks. But the best shop hands down is Vanness and Fellows downtown. Mark is a top notch artist AND a hell of a nice guy. But he's booked out about 6 months. His other artists are great too, and I'd not hesitate to recommend them.
Like I said though...don't bargain shop. Look at portfolios of artists, find one that you like the work of in the style that you want, and book a consult.

I came in part of the way through the tattoo and the guy (James) didn't transfer the original to the ink transfer that he put on the skin properly. On top of that, he overshot some of the lines... My friend was happy with it and I haven't pointed these things out to him, but honestly, if it were my tattoo, I probably would have cried.

I got my first tattoo at Oak City tattoos on Hillsborough this past November after looking up people's posts in /r/tattoos that were done by Raleigh artists. Oak City was highly recommended and my experience there was great. If I were you I'd choose a couple different places people really recommend, visit their websites or facebook pages and look through artist portfolios and choose an artist whose style you like best. My tattoo was small and simple so I didn't need to take it into account, but I can at least vouch for Neal at Oak City, who made my first experience very easy and comfortable. I was very satisfied with how it came out.
