Can anyone recommend a good Edmonton based college for "advanced" web design? PHP, Javascript, etc? (Assuming one exists)

Have you considered online? Between Codeschool, Codeacademy, Treehouse, and a ton of others (seriously I have about 25 different ones bookmarked) there are plenty of choices and some of them are free, or only about 15 dollars a month for access to all courses. (PHP, Javascript, JQuery, Responsive Web Design, and even programming like Ruby and Python) From my experience, most coders prefer to learn this way then in actual classes. Some even offer credits or certification, but webdesign is one field where certification isn't as important as your proven skills and examples. (aka online portfolio.)

They all offer different materials and ways of learning. I personally really enjoy treehouse and codeacademy.
