Reed is awesome in Tahoe or Ron Rash at Aces in Reno... You can see both their portfolios online. I always think it depends on the style you like and then find an artist who does that style well.

The artists up at Lake Monster Tattoo & Body Piercing are really good, especially with oriental art. So a Dragon would probably be one of their expertise's. I've heard Aces Tattoo or Hooligan's Ink are also really good. Bring yourself to a balanced mind and you'll find the pain of time is irrelevant. One tip, if it really starts to burn, is to imagine the needle as ice on your skin. For some reason that works for me.
