if you want good and cheap, rent the hall and outsourced from outside. I did my wedding with 63 tables at Han Chiang High School and book a caterer (ah thiam from bat lanchang)...overall, i was pleased with the food and the service provided...

Ocean Green Seafood Restaurant facing sea (behind Paramount colonial style hotel). Good view whilst having lunch or dinner. Narrow road entrance exactly opposite AMBANK building along Jalan Sultan Ahmad Shah (one way) from Gurney Driver to Georgetown, Penang Island. Cheaper than Bali Hai at Gurney Drive. Good food.
