George Lusby and the fiscal court, in the name of the people of Scott County, condemned and took away Troy Russell's farm down on the Coppage Pike to build a reservoir. That was almost ten years ago and the reservoir hasn't been built yet and in all likelihood won't ever be built. Troy spent his own money to fight imminent domain in that case. I don't remember many people offering to help Troy with his problem.
