Planning Law is a little more complicated than just grabbing the rates (That goes to the government not the council). The Council needs a good and sound planning reason to refuse an application for a takeaway. I would refuse applications that are on the corner of traffic lights and other dangerous areas where the delivery drivers seem to have a right to park whenever it suits them. If an application is refused, the applicant will go to appeal and will probably win especially as a precedent has already been set elsewhere.
