I got a beautiful dress at David's bridal in Cambridge for $99 during their big sale, or was another $60 for alterations at Dressings in Guelph.

I’ve heard good things about Gina’s Closet in St Jacobs (they sell donated wedding dresses and proceeds go to cancer charities). You may also have luck at David’s Bridal in Cambridge. Their bridesmaids dresses in off white could work as a wedding dress too- I’m just not sure about the timeline for orders.
Sixpence is a consignment wedding dress store in Guelph but from what I recall their least expensive dresses are closer to $1000. To the best of my knowledge the other wedding dress stores in Guelph would be above your budget. My budget was similar to yours and I didn’t bother shopping in Guelph. Ended up getting my dress at David’s for $600 and going elsewhere for alterations (another $200).

A friend went through Ballett's Bridal Shop in Kitchener. We saw some great dresses around or under $500. I felt like we even saw some dresses that looked almost exactly the same (like could have literally been the same dress) for a cheaper price than we'd seen at other shops. I don't know that they hada ton in that price range, but there were definitely some options.

Check out Coralie Beatrix on Etsy (sorry it's not in Guelph). Made my wedding dress based on these gorgeous, convertible dresses.

If you go on to Guelph bridal fb groups you can put out a call for second handb dresses and your price point and see what you get. Also I've heard of people ordering bridesmaid dresses in white. I love creme couture in Quebec street mall but their wedding dresses definitely run over $1000 up to $3500. However they do have a great selection of bridesmaid and formal dresses. The formal dresses would probably be over $500 but under $1000. You could always go look. The staff there is very helpful.
