SUVs and Minivans are going to be expensive anywhere. If you can fit everyone in a Full Size car that's the way to go, Enterprise usually has the best prices, at least in my area. For example, I can get a full size car from enterprise for the dates you mentioned for $200.56 after taxes/fees. Will fit 5 people and you can get a cheap luggage carrier for the roof at walmart~$50 if you really need it.

If you have Costco, I consistently find the best car rental prices through them. Also, if you are just looking at the airport rental car agency, look at all the various ones in the area and consider just taking an Uber to get it. Search like a 10 mile radius around and start there. Sometimes, which is counter intuitive, I've got a better deal renting from place A and returning to place B.

Don’t rent at the airport! The difference in cost is crazy. Flying into Burbank I was looking at almost $300 for a compact for the week. A 5 minute Uber ride away and the same car was $140.

All the advice here is good (and I've done all of this)...but also: rental car prices are volatile. Often I will book a rental (usually through Costco) but then I will keep checking, and sometimes it will drop, occasionally dramatically. I then rebook (first) and then cancel the higher priced one. I have done this as close to a few hours before needing the car.
(I do the same with hotels, although you have to watch the cancellation policies so you don't get caught out having to pay a night).
Finally, sometimes you can play around with the dates...I have been told (have not tried this personally) that Enterprise, for example, will hold a car for up to 24 hours...so sometimes booking a day early is cheaper. Or, keeping the vehicle longer is cheaper (and then you can return it early). I have never heard of anyone being short-rated and having to pay more for returning it early.

Have you checked European rental brokers?
I put your dates (Dec 22 2017 9:00 AM - Dec 27 2017 9:00 AM) and SFO as a location and it gives me some Full Size options for $435 and Jeep Liberty for $572 with most stuff (unlimited mileage, taxes, fees etc.) already included in the price.

Depending on your location you will likely NOT get a premium company like Hertz or National, but rather Fox Car Rental or maybe Alamo, but the price difference can be really huge and you can save a LOT.
P.S. One of the reasons I **love** Economycarrentals is that they, unlike most of the US-based aggregators/websites, usually give you the very final price with ALL bells and whistles included (taxes, airport fees, highway use fees, security fees etc. etc. etc.)
If something is not included in the price, it will be clearly marked upfront.

I almost always have best luck through Hotwire or another 3 rd party booking place. Way cheaper than going through the rental company directly.

Try Priceline/hotwire to bid for those classes of cars. They take immediate payment for the dates. Any deviation will result in regular charges.
