I would suggest you let the price down. I'm afraid no local mechanic will pay you a decent price. Their best offer will probably be much worse than even the lowest price you'll get from a fellow traveller (in my experience more than two times worse). That being said - you can always try, starting for example from Phung Motorbike in the Old Quarter. There's a couple of more shops and travel agencies buying on the same street. I had the same problem in this city. In general mechanics in the big cities in Vietnam are assholes, I recommend to do most of the repairs in the country side where they don't see too many tourists and they are much nicer. There is one honest mechanic in Ba Le Market but I don't really remember the name. I can also recommend to ask this question in one of the expats Facebook groups.
