Anngon in Minami Semba (near Shinsaibashi) or Chao Lua in Horie (near Ame-Mura) are hands down the BEST. Nine out of 10 foreigners in Osaka agree.

Same owners as Chau Lua have a shop called Bia Hoi in Umeda behind Hep. I think the menu there is larger and dare I say better than Chao Lua

I've been to Bia Hoi! So far, that's the only Vietnamese place I know in Osaka. No banh mi, though.

Phi Lu is basically Vietnamese, you'll likely be disappointed. The only place I've found that is pretty close is the place in the Grand Mercure. Its a little pricey, although not as bad you'd expect, and its damn good food.
