Any place that does knife sharpening should be able to do it. A few hardware stores now have someone who picks up the knives/etc on a weekly basis, so if you are OK not having it for a week you should be good.

Siraco Sharpening is an old-school service that handles all kinds of knife and non-knife sharpening. They do barber and other tool sharpening, which sounds closer to what your pencil sharpener needs than what a kitchen knife grinder would be able to do. They have drop-off services at some stores in Cambridge, Somerville, and Arlington, follow the link for locations. http://www.siracosharpening.com/ It's worth contacting them by phone or email about your antique pencil sharpener rather than just dropping it off.
