Any place that does knife sharpening should be able to do it. A few hardware stores now have someone who picks up the knives/etc on a weekly basis, so if you are OK not having it for a week you should be good.

They do barber and other tool sharpening, which sounds closer to what your pencil sharpener needs than what a kitchen knife grinder would be able to do.
