Any recommendations on boats for casual bay/river sailing for young families? Has to be big enough for an operator and 2 passengers, but small enough for daily towing....

Tartan 27. Sleeps 4, usually has a full galley and bathroom. Swing keel so it's doesn't draft much. The deck space is pretty flat so you can put a lawn chair out. Price ranges from 5,000 to 10,000 depending on how much time you want to put in.

There are lots of sailboats in the 17-25 foot range that are good trailer-sailors. There are also lots of boats in that size range that are not. Often too heavy, and/or a keel that makes them very difficult to get on or off a trailer.
Catalina, O'day, Hunter, Venture/MacGregor are some of the better known trailer-sailor boats makers, but there have been hundreds of others over the years. You're often looking at boats that might be 30-50 years old. At that age, reputation and original build quality are almost irrelevant: you have to look at each boat individually, to decide its value. Not just of the sailboat, but of the outboard and trailer too, never mind extras like anchors, electronics, mattresses, PDFs, stoves, mast raising system, etc.
It's a lot easier to look around locally, find a few boats in your budget, and then ask what they are suitable for.
What is your tow limit? Lots of SUVs can handle a max of 3500 lbs. After that, you'll likely require trailer brakes and something close to a real truck for towing.
Are you planning on sleeping aboard? How important is a bit of privacy for the head (toilet)?
For instance: A tartan 27 is a wonderful family boat, but at 7500 lbs, you're not easily towing, it'll be tough to get on a trailer when the weather isn't cooperating, and if memory serves, has a keel stepped mast, almost certainly requiring extra equipment to step.

The S2 7.9 will be a better boat to race. It's a more modern design. That being said, I'm not sure how any boats handle on rivers. I'm only familiar with Lakes and Seas. My guess is boats that tack and gybe easily will be best for river sailing. I think the best feature for the tartan is the swing keel. Either way, very exciting time for you! I just got a 1985 Merit 22 to sail the chesapeake with the wife and kiddo. I'm keeping her in a slip (just put in yesterday) but that's not entirely necessary as she has a lift keel and only weighs 2,000 lbs. Draft with keel up is 2 ft / keel down is 4 ft. Stepping the mast was easily handled by me and the wife.
