If PD is not doing their job the defendant needs to bring it up with the PD and if they cannot resolve the issues they need to ask the judge for a new PD. As for a cheap regular lawyer really will be tough to find as most are going to require some sort of retainer, 1000 bucks or so minimum most likely but Todd Miller may be better able to give you an idea on fees than I could. Good criminal defense Lawyers are going to cost good money, Doug Henon at Carson and Coil is very good but his price matches his competence
