There's high end fabric in Jerusalem at Shani, in the City Celler underneath the old Mashbir. Also try Bad Ratz on Pierre Koenig in Talpiot. Geula has fancy fabric stores, too.

Nachlat Benjamin is fabric row so to speak near the shuk, expensive but lots to choose from. There are some great shops in petach tikva in the downtown area near the mall and prices are bit more reasonable
