i have a 15 month old toddler with acute urticaria. any recommendations on treatment or allergists? allergex is not working at the moment and the rash is worsening

You need to see you GP or Paed for some cortisone and allergy tests. It may be any number of things from diet to cleaning products. I would stop using anything on the skin and clothes. Diet try keep it as simple as possible and remove diary initially. Skin wise, I can recommend Avenes it is one of the only things I can use on my skin that I do not react to. It is available at Clicks. Washing clothes use a natural soap (woolies have a good one) no softener. Try go as natural as you can then once it's under control without meds.
