Simpson House in Southmoreland I know is really affordable, I'm not sure that it's less than 1200 though. It's worth a shot to call St. Paul's to use their parish hall (1950 s old school gym in the church building) it's under construction but may not be by your date. I've been to receptions here after weddings in the church, I'm not sure if they'd just rent the hall, but it they did I think this would be in budget. Good luck!

We got married at The Writers Place, wonderful OLD kind of mini mansion with amazing history,hard wood flooras, with two fireplaces in the main room which is pretty much the whole first floor. It was wonderful, yet intimate. There is also stageport in the crossroads, brick and high ceilings.

I did the flowers for a wedding at Mildale Farm a couple years ago. Not sure of the cost of the venue but a super cool location. You can bring your own caterer, alcohol, etc. it's on jcprd.com under parks and facilities. I've also done weddings at Simpson house and that is quite lovely and intimate.
