If that doesn't work and it turns out not to be an infection, it could be an entropion, which chows and certain breeds are predisposed to. It is the rolling in of the eyelid, causing constant irritation. It is a genetic thing... Sometimes it's very obvious, but sometimes it is just at the corner of the eye and you can't tell unless you look close up. http://animaleyecare.net/diseases/canine/
