Don't be afraid to travel out of the area you're staying in to get the best service. I also second Parliament Tattoo though I haven't been tattooed there myself. My recommendation would be Sacred Art in Stoke Newington, Hackney - wonderful collective of artists, predominantly LGBT and female and at the cutting edge of tattoo design in my opinion.
