I just started a project in our basement, converting it into a useable space. It has a slightly uneven concrete floor, and there has been moisture issues in the past....

I'd go with a Race Deck floor. If you have water that seeps in through the walls you'll also have moisture coming up through the cement floor. Race Deck is usually used in the garage, but it comes in so many pretty colors now that it's a good choice for basements too, and since it's a grid, rather than solid, the moisture has somewhere to escape rather than build up and erode the underside of a laminate or linoleum floor. Plus, you can easily take up sections to clean the floor underneath if you spill something, or just want to scrub it. Get a dehumidifier no matter what you use. The other option I'd consider is an epoxy floor. Tons of colors, you can add flecks of color or even glitter to it. A lot of work, but looks really nice when it's done.
