You say 7 shots of each item, and 14 pictures (products) total? That would be 98 images for everything, if I understand you correctly?
At 98 photos for $2000, you're looking at about $20.41ish *per photo*.
Photographer would have to do setup, light tests, staging, multiple shots per "photo," go through selects, do post editing and possible touch ups, send you selects to approve, package them up. Then there's the overhead of electric, equipment, admin fees (invoicing!), taxes, payroll, etc.
Not to mention, the photographer's/studio's experience, background, their turnaround, licensing restrictions (if any), etc.
I dunno, $2k sounds like a deal for 98 photos when you think about all the work that goes into it.
If /u/oaksw12's place can quote you a good price, there ya go!
Source: I know photographers in Florida that specialize in product photography for Walmart and have heard quite a bit about the process. It's not exactly a walk in the park. :/

For that kind of money you can buy a decent camera and matte board for the background as well as the (table/chair/surface) your product stands upon. And have money left for a nice corporate dinner!
