Enterprise Rental has a few locations near the beach. If you're flying into TPA you have every option available at the airport.

Always get a good rate at Thrifty, but you need to look daily (some times twice a day) to get the lowest rate. The rate goes up and down depending on demand. You can book and then do a change if the rate goes down. I never pre-pay, but if you do the rate is usually lower by only a few dollars. www.thrifty.com
