We stayed at the Angsana Velavaru. It was beautiful! Booked everything ourselves via Booking.Com (flew from Sri Lanka via Sri Lankan Airlines as we had been there first). Activities-wise we had the amazing Banyan Tree Spa (ok not really an activity!), sting ray feeding, snorkeling, yoga.. But mainly just relaxing. We stayed a total of 3 nights and wished we stayed a bit longer! Enjoy it! It is heaven on earth!!

I lived in Russia for many years. I never had to get tourist visas myself, but I know many people that did. If you book directly with a reputable hotel in Russia they should give you the documents you need at no extra charge. BD 40 is ridiculous. Also check this.
