Depends on the fibre, but normally steam does the best cleaning, but you need to change the water a LOT to get the full effect. If you can't get/find a good steamer, I would suggest just ripping it up if its really bad. Some quick fixes from IKEA flooring will save your back and head, just cost a bit.
