If you want to be really safe they can do it at Chesapeake pediatrics http://chesapeakepediatrics.com/?page_id=813

I had mine pierced the first time by a doctor - they used a gun. If you want to be safe, look up the Association of Professional Piercers and go to one of them. They are the best. But really, any reputable shop will follow proper hygiene practices. You could go to the mall for a decent piercing. Hannah Cherry at http://cherryworks.squarespace.com/contact/ is excellent. I highly recommend her.
Definitely a tattoo parlor. I've gotten my ears pierced 4 x and the only time it wasn't rejected was when it was properly pieced. Go see Spanky at One Shot Tattoo in Edgewater. Don't let the name scare you. He is very knowledgable and everything is completely sanitary.
