They most likely used one of those free shady online places and pocketed your application fee- it is a huge scam. Go to www.annualcreditreport.com it is run and maintained by the government- you get one free report from all three agencies every year. I always do it to ensure my identity hasn't been stolen.

You can always call the Oregon State Board of Realtors... I know when they cover property management on the State board test even to Real Estate Brokers who are not doing property management... Just an idea ;)
