Have you considered an inflatable kid-pool type thing? They're fairly cheap, pretty easy to set up, and they're not permanent so you don't have to tear up your yard. Some of them are pretty cool nowadays, with water sprays and little games and stuff built in. And if you're worried about drowning, you don't have to fill them with much water. They're not really designed for someone as big as a 13 year old, so it'd probably get beat up pretty bad. But you can patch them up reasonably well with duct tape, and even if you went through 5 of them in a summer, it'd still be way cheaper than installing a splash park in your backyard.
