I am a type 1 diabetic on an insulin pump and looking for a food place that serves paleo or low carb items. Like use almond flower and coconut flour and things like...

Several Trader Joe's in the city. Restaurants offering Paleo-friendly food: Cultured Caveman (1 restaurant & 3 food carts), The Brooklyn House Restaurant in SE Portland, Ground Breaker Brewing in SE (who always are willing to make anything off menu), Ox serves Argentinian-style meat-heavy menu on NE MLK. Not sure about the almond/coconut flour in a restaurant as those raw ingredients are sooo expensive. Maybe Cultured Caveman. Our go-to local health food store is New Seasons Market, of which there are 13 or so in the Portland area with a great deli, a Paleo section and salad bar. There is one GF bakery that has some nut flour items, but they are mostly sweetened, it's called Petunia's Pies & Pastries. I think they have one sugar-free item, which may be sweetened with honey.
