If you're comfortable with using people who speak only limited english, I know of a group that is honest, reliable, and relatively inexpensive, though they're not particularly quick or thorough. They won't pick up -- they only clean -- so they clean around stuff rather than make the house spotless. But if you're comfortable putting everything in its place before they come over, then they do a wonderful job of cleaning all surfaces for an extraordinarily cheap price.
My father is a real estate agent and uses them to clean up homes before putting them up on the market. He also uses them for his personal home, and I've recommended them to others as well, all of whom have been happy with their performance. They're very cheap, reliable, and honest, though not as thorough as more professional cleaners. Keep in mind that they speak limited english, and I'm unsure of their legal status.

I had a great housekeeper for my apartment in North Bethesda. Her name is Melva. Let me know if you want me to PM the details. I paid in cash or check. She texts too, so it makes life easier. I was never home when she cleaned.
