I'm assuming Sue's $30 plan is a basic phone. http://prepaid-phones.t-mobile.com/prepaid-plans With a smart phone you're looking at around $60 a month, whether on T-Mobile (2.5Gb data) or Verizon (2Gb data). But if you don't currently already have one, you'll need a new phone to switch to the T-Mobile network. And I'm thinking with the phone you already have you can switch to a prepaid plan on Verizon (if the Galaxy phone you have is already a Verizon phone).
If you have an iPhone then AT&T is really good. For Androids basically Verizon will be your only good choice. But make sure you go to the regular Verizon service and not their pre-paid version which is garbage.

US Cellular, best open road coverage even in the mountains. A bit pricey but about the same as AT&T. Unlimited data

I was just looking at that Joey. On the site CellReception.com it ranks T-Mobile 2 nd in VA Beach with Verizon being #1. I know they are better than Sprint from what I've read because Sprint has done a shitty job at updating their network and T-Mobile has 4G in almost all of the major Metro areas. If you're looking at data comparisons, Verizon is going to have about a 27% improvement on their data compared to everyone else.

Yeah because T-Mobile doesn't offer any employee/company discounts. Most big companies offer a 15-20% discount for cell phones, T-Mobile offers barely any. T-Mobile Family Plan came out to $133 with 2GB shared data but no overage fees. Verizon Came out to $140 (before emp discount) with 3GB shared data. Dropped down to $127 after the emp discount.

Wow seriously? Check plan updates. The "More Edge" Plan is $40 per line with unlimited talk/text. Then 4GB of data should be $70 together. So you should be paying $150 and if you downgrade to 3GB, $140. I check Em and I's data usage with Sprint and since we use wifi in the house, our highest monthly data usage was 1.3GB together.

My daughter is just using this. Customer service has been great and can easily be reactivated for further visits. Can be sent to you before your trip if you have time, or they can arrange a place for you to collect it when.you arrive.
