Le Baron in Markham and Tent City in Vaughan are pretty decent. It is true that you get what you pay for and the good clothing is expensive so personally I try to buy it when there are clearances or at the Outdoor Recreation show in Toronto near the airport (in Feb)

There is a church in Guelph on Victoria Road, just south of Woodlawn, on the west side, in it's basement (around the back at ground level entrance) that takes and gives back for FREE to anyone in need. It's called the Clothing Closet but I forget the name of the church. They have a billboard out by the road. Open thursdays and Saturdays from 9 to noon. All free for whoever is in need. Open to the public. A very worthwhile place to donate to. Michael House in Guelph also.
