Is the chimney brick or CMU? Not sure if brick would suffice for seismic bracing of a water heater. CMU surely would. There are also free-standing supports that you bolt to the floor: http://holdrite.com/product/20-fmwh-1/ http://www.watts.com/pages/_products_details.asp?pid=3446 Or you could build a small wood framed wall, roughly the width of the water heater, attach it to the slab below and the joists above, then strap the water heater to it.

Don't strap to brick. Don't frame a new wall near it, there are fire rating requirements for walls adjacent to furnaces and water heaters. I would go with one of the free-standing units the other guy here suggested.
