If you don't mind travelling I can personally recommended Dr. Kosaka at Osaka Medical College in Takatsuki (100 M from north exit of Hankyu). He also practices at Hirakata Hospital where last time I contacted him he'd been promoted to Chief of Surgery. He is a spinal specialist. Takatsuki Hospital has four MRI machines so there's rarely a delay. Only problem might be is that it's a teaching hospital so the initial registration fee is quite high (¥5,000 about five years ago) and you may need a referral from an ordinary hospital.

I had one a long time ago and an MRI showed how bad the herniated disc was. Mine was so bad I had to have surgery for it, depending how bad yours is doing some back exercises to strengthen your back and core muscle will help with the hernia but check with a doctor before doing an exercising. If you have health insurance, this is a good hospital where I had mine taken care of: http://www.kmu.ac.jp/en/hospitals/t_hospital.html It's on the Keihan line near Takii Station. My doctor there was Dr. Minamikawa. He speaks great English since he has trained a lot in the States. If he still works there he would be good to see. He is actually a hand specialist but he can check you out and get some tests done on you. I also had a 2nd hernia and when I was working out a lot my back problems went away, once I stopped lifting weights after a time my back pains would come back once in a while. Hope this info helps.
