JAL City sometimes has rooms under $70. And they have a free shuttle bus to/from Hanada airport.

Second Shinagawa Prince Hotel. Look into the two Toyoko Inns near Otorii Station as well. They have a free shuttle to and from the airport. The rooms are usually pretty cheap. I remember my one-night stay was around $70 USD.

I'd also note that based on your request above, you could do this: http://www.first-cabin.jp.e.jr.hp.transer.com/locationlist/haneda-terminal1.html The brand is good and the mid-range and high-range rooms at their other sites can fit your needs... But I'd limit yourself to a full bag and standard two carry-ons if you decide to go there. Note all of these options should have onsite laundry.
