Honda dealers price match the tire price, except Bridgestone brand, when I looked for new tires last winter. I don't usually recommend car dealer's service department because of the inflated labour rate; however, if it price matches, even the Costco price, why not? For the Honda OEM rims, different Honda dealers sell them at different price. I bought a set of OEM rims for 2015 Civic last winter too. The price was almost the same as the Costco steel rims (non-Honda OEM). The Honda OEM rims are good if you want to use the same rim covers from Honda. The Honda rim covers do not fit with some after-market non-Honda OEM rims. I have no relation to any Honda dealer. But pm me if you need the dealer info.

I've used Kanata Rims and I also like Tirerack.com depending on the exchange rate, rubber is much cheaper in the US for name brand tires (even with duty and shipping).

I presume they are alloy (aluminum) wheels? The short answer is that repairing alloy wheels is not trivial. You can seriously damage a wheel and make it more dangerous than it was before the repair. Here's a good link that will give you a sense of what is involved. Look at one of the tire calculators on the 'net (i like the one at miata.net) and look for similar sizes. They'll be more common. Might be going a bit far off the top of my head, but 225-45-17 or 205-50-17 might be close in size and way more common than what you have listed...

I did a bunch of research years ago and kijiji is indeed your best bet but you do have to know how to look at used tires... have a tool to measure tread wear would be handing to see if it's uniform across the whole tire. I drive a civic as my cheap, beater car and bought winters on rims and they looked good but then they didn't have even wear. I didn't care that much but I should have probably negotiated more if I was more careful.

You can find used tire retailers on Kijiji. Winter tires shouldn't be a problem with the safety check. Sell it with the winters on it.

The problem with Kijiji is, it's hard to find decent price for decent tires. The cheap tires are really worn out or too old and not safe IMO, and people are asking too much money for decent tires. Might as well buy them new. I was planning on buying used tires for my 2010 Mazda 3 and in the end I just bought new ones from CT as I could not find any good deals on Kijiji.

I had good results asking my local garage to please keep an eye out for me -- they pretty quickly had a good set of snows, pretty good brand/make, lots of tread left, and they only wanted $200. It was a small independent place I was a regular at; YMMV, but, worth asking around, in my experience. (I also asked: if they didn't come across a good set in my size, could they recommend any of the other little local places that would sell me good used tires? They listed off a few spots to check.) $200 was what I paid for asking for "good" used -- I bet if I had been looking for a set for just a little more use, they could've found cheaper.
