Mark Spurgeon is correct. Any connections need to be done in an approved electrical box. Here, in the Chicago area, all house wiring must be done in conduit, so metal boxes are required. Most of the rest of the country uses the NM cable (Romex) shown in the picture above. Mark, are metal boxes required now for Romex in Texas? I remember when I lived in Texas that PVC boxes were always used. So to fix this, an approved box needs to be installed and the wires need to extend at least six inches from where they enter the box. Looking at the picture, that might be a problem because it looks like the Romex is pretty short and wires were added to extend it. Is there a switch box behind that 2" x 4" blocking. If so, replacing the Romex shouldn't be much of a problem while the wall is still open. You just need to make sure that the grounding is continuous so the ground wire in the Romex needs to be connected to the rest of the ground wires in the box and it needs to also be connected to the ground wire of the lighting fixture. If using a metal box, it also needs to be connected to the box using a grounding screw with machine threads (sheet metal screws aren't appropriate).
