Honestly, most contractors would do this. Don't expect it to be cheap though.. I worked contracting for a while, and a project like this just screams "bid high" because no matter what you do it won't be good enough and you'll end up "fixing" it 2 or 3 times. Get plans drawn up for exactly what you want: You'll save money in the long run.

I built one myself out of some 2 x4 s, the cheapest housing side paneling I could find at Home Depot and some chicken wire. It's not that complicated of a structure, so it doesn't have to be all that fancy. If you have to rebuild it in a few years, so it be, it cost less than $100 to build in the first place.

ask them to build a basic chicken coop or a wiremesh shed. i only clicked your link to find out how rediculous a "catio" was and i love cats. it is too much and should not be referred to again.

Put it on Thumbtack and see if you get anyone interested there. I'm a contractor and occasionally pick up quick jobs like yours on the site. Describe in as much detail what you're looking for (including size) and ask for a price range, then assume it will end up being at the top of whatever range they give you.
