I think at this stage you still need to be working on avoiding other dogs, and rewarding him when he sees other dogs. I would avoid places where dogs will be off leash, and have a look at the PPG site http://www.petprofessionalguild.com/DogTrainingMembers to find a member near your area (give us a shout if you are struggling the search function on there is a bit awkward!).
