I just had a full basement remodel completed by Mark Clore of Clore Construction. http://cloreconstruction.net/ He was incredibly attentive, knew the hell out of anything our old house (90 years) threw at them. What kind of foundation do you have? (Concrete slab, crawl space, basement) What is this storm water mismanagement you speak of? Any pictures? Moisture is the number one killer of foundations, so if you feel that this is the issue you need to fix it immediately. What is the age of your home?
There are many good contractors and companies who deal with this kind of stuff but be prepared to pay an arm and a leg. If you do not have cash on hand you need to look at refinancing or getting a home equity loan to get some cash available. This problem will more than likely only get worse so getting it fixed is really your only option unless you want your home value to go to 0 or even worse, it falls in on you.
