Scotts Barber Shop off Chamberlayne Avenue (in Hanover). That guy can cut a mean head of hair and has been doing it for a long time. Highly recommended (plus you can play PS3/watch a movie/etc while you wait).

Any of the ladies at Katie Blue Salon on Belmont near Stuzzi's, especially Meghan. She did a great job for my husband. He got so sick of going to any cheap hair place like Great Clips. He was like forget it. I am tired of having crappy haircuts. I get my hair done there by Mahri and she does my coloring. Love the place!
